The 3 Outpourings of the Holy Spirit Every Last Days Believer Must Understand

Throughout Scripture, God’s relationship with humanity has always involved His desire to dwell among His people. From the Garden of Eden, through the tabernacle, the temple, and finally through the believer, God has continually revealed His desire to manifest His presence.
One of the greatest promises concerning the last days is that God would release a fresh dimension of His Spirit upon humanity.
The prophet Joel declared:
“And it shall come to pass afterward that I will pour out My Spirit on all flesh…”
— Joel 2:28
When Peter preached on the day of Pentecost, he identified that moment as the beginning of the fulfillment of Joel’s prophecy:
“But this is what was spoken by the prophet Joel: ‘And it shall come to pass in the last days, says God, that I will pour out of My Spirit on all flesh.’”
— Acts 2:16-17
The coming of Jesus Christ introduced the last days. From His first coming until His return, the church is living in the age of the Spirit — an age where God continually sends times of refreshing through repeated outpourings of the Holy Spirit.
“Repent therefore and be converted, that your sins may be blotted out, so that times of refreshing may come from the presence of the Lord.” — Acts 3:19
Acts 3:19 reveals that these “times of refreshing” are not describing one isolated moment but a continuing reality for God’s people.
God is continually refreshing His church, empowering His people, and pouring out His Spirit for His purposes.
However, Scripture reveals that not every outpouring of the Spirit serves the same purpose.
There are 3 outpourings of the Holy Spirit that every last-days believer must understand:
- The outpouring for spiritual rebirth
- The outpouring for kingdom empowerment
- The outpouring for fresh anointing and assignment
Understanding these dimensions helps believers recognize what God has already done, what He desires to do, and what they should continually seek from Him.
The 3 Outpourings of the Holy Spirit
1. The Indwelling Spirit Within
This is the outpouring of the Holy Spirit for spiritual rebirth, also known as infilling or indwelling dimension of the Holy Spirit.
The first outpouring of the Holy Spirit is the work of bringing a person into a new spiritual existence.
Jesus explained this to Nicodemus:
“Unless one is born of water and the Spirit, he cannot enter the kingdom of God.”
— John 3:5
Before salvation, humanity existed separated from the life of God because of sin.
After the fall, mankind lost the intimate fellowship with God that existed in Eden (Genesis 6:3). The problem of sin created spiritual separation.
But through Christ’s redemption, the Holy Spirit restores what was lost.
When a person believes in Christ, the Spirit gives them a new birth.
Paul describes this transformation:
“But he who is joined to the Lord is one spirit with Him.”
— 1 Corinthians 6:17
The believer becomes:
- A temple of the Holy Spirit (1 Corinthians 6:19)
- A dwelling place of God by the Spirit (Ephesians 2:22)
- A new creation in Christ (2 Corinthians 5:17)
This first outpouring is about identity before activity.
Before God uses a person, He first transforms them.
Before the Spirit works through someone, He must first work within someone.
This is the Spirit’s work of:
- Regeneration
- Adoption into God’s family
- Spiritual rebirth
- Restoration of fellowship with God
Who receives this outpouring?
This outpouring happens to those who come to Christ through faith.
Peter preached:
“Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit.”
— Acts 2:38
The first outpouring belongs to the believer who responds to the gospel.
It is the beginning of the Spirit-filled life.
2. The Baptizing/Filling Spirit Upon
This outpouring of the Holy Spirit for kingdom empowerment and it happens when the Holy Spirit comes upon a person during spirit baptism or filling.
This second dimension of the Holy Spirit is not primarily about becoming a child of God but about becoming an effective witness for God.
Jesus told His disciples:
“But you shall receive power when the Holy Spirit has come upon you; and you shall be witnesses to Me…”
— Acts 1:8
Notice the difference:
The first outpouring brings new life.
The second outpouring brings new power.
The disciples already belonged to Jesus. They had walked with Him, learned from Him, and believed in Him.
Yet Jesus commanded them to wait for the Holy Spirit because salvation alone was not enough for the mission ahead (Luke 24:49; Acts 1:4).
They needed supernatural empowerment.
When the Spirit came upon them in Acts 2, the result was immediate:
- Peter preached with boldness.
- Thousands responded to the gospel.
- Miracles began occurring.
- The kingdom advanced.
The same pattern continued throughout Acts.
When Philip went to Samaria:
“Then Philip went down to the city of Samaria and preached Christ to them… For unclean spirits, crying with a loud voice, came out of many who were possessed… and many who were paralyzed and lame were healed.”
— Acts 8:5-7
The Holy Spirit empowered believers to demonstrate the reality of God’s kingdom.
This outpouring is connected to:
- The Great Commission (Matthew 28:18-20)
- Evangelism
- Missions
- Kingdom advancement
- Spiritual gifts
- Supernatural ministry
Who receives this outpouring?
This outpouring is experienced by believers who are available for Christ’s mission.
The Spirit empowers those who surrender themselves as witnesses.
God does not give power merely for personal experiences.
He gives power for kingdom assignments.
3. The Spirit refilling/Anointing Upon
This is the outpouring of the Holy Spirit for fresh anointing.
One of the most overlooked truths about the Holy Spirit is that even Spirit-filled believers need fresh fillings.
Many people assume that because the disciples received the Holy Spirit at Pentecost, they never needed another encounter.
But Scripture reveals something different.
In Acts 4, Peter and John faced opposition after healing a crippled man and preaching Christ.
When they returned to the believers, they prayed.
Then:
“And when they had prayed, the place where they were assembled together was shaken; and they were all filled with the Holy Spirit, and they spoke the word of God with boldness.”
— Acts 4:31
The same Peter who was filled in Acts 2 was filled again in Acts 4.
Why? Because:
- Every new assignment requires fresh grace.
- Every new battle requires fresh strength.
- Every new season requires fresh anointing.
This is the principle of repeated refreshing.
The Holy Spirit does not become exhausted, but our assignments change.
A person may need fresh empowerment for:
- Healing the sick
- Preaching the gospel
- Demonstrating God’s power
- Overcoming spiritual resistance
- Serving in a new season
This is why David prayed:
“Restore to me the joy of Your salvation, and uphold me by Your generous Spirit.”
— Psalm 51:12
And why the psalmist described God’s blessing as:
“The dew of Hermon, descending upon the mountains of Zion…”
— Psalm 133:3
Dew represents freshness. It represents continual supply.
It represents the ongoing activity of God’s Spirit.
The Spirit-filled believer must continually remain open to fresh encounters with God.
5 Things Every Believer Should Understand About Outpourings of the Holy Spirit
1. Some Outpourings Are Once Received, Others Are Repeated
The Spirit’s work of regeneration happens when a person is born again.
The Spirit’s empowering presence, however, can happen repeatedly.
The pattern of Acts shows believers receiving fresh fillings according to new assignments.
2. Spirit Outpourings Can Happen Individually and Corporately
God pours out His Spirit on individuals:
- Peter (Acts 4:8)
- Stephen (Acts 6:5)
- Philip (Acts 8:6)
God also pours out His Spirit on groups:
- The 120 disciples in the upper room (Acts 2:1-4)
- The believers praying together in Acts 4:31
God desires both personal encounters and corporate revival.
3. The Spirit Comes Where Christ’s Work Is Received
The Holy Spirit glorifies Christ.
Jesus said:
“He will glorify Me, for He will take of what is Mine and declare it to you.”
— John 16:14
The Spirit does not operate independently from the work of the cross.
Repentance, faith in Christ, and surrender to God create the atmosphere where His Spirit moves (Acts 2:38).
4. Every Outpouring Has an Assignment
The Holy Spirit never comes without purpose.
The Spirit within produces:
- New birth
- Spiritual transformation
- Relationship with God
The Spirit upon produces:
- Witness
- Ministry
- Kingdom advancement
The fresh filling produces:
- Power for specific assignments
- Supernatural effectiveness
- Victory in spiritual battles
5. Every Believer Should Desire Fresh Refreshing
The last-days church is not called to survive spiritually dry.
It is called to experience continual refreshing from God’s presence.
Peter’s promise still stands:
“Times of refreshing may come from the presence of the Lord.”
— Acts 3:19
God is still pouring out His Spirit.
The question is:
Are we positioned to receive what He desires to pour out?
A Prayer for Fresh Outpourings of the Holy Spirit
Father, thank You for the gift of Your Holy Spirit.
Thank You for the Spirit who gives me new birth and makes me Your child.
Thank You for the Spirit who empowers me to represent Christ and advance Your kingdom.
Today, I ask for a fresh outpouring of Your Spirit.
Refresh me.
Fill me.
Anoint me for every assignment You have prepared for me.
Remove anything that prevents me from experiencing Your presence.
Make me sensitive to Your voice and available for Your purpose.
Let my life become a vessel through which Your Spirit flows in these last days.
